It was built under the direction of the City, with assistance from the local Las Cruces Home Builders Association. It is the first place in the United States to commemorate the contributions of local and national military personnel.

The park was created as a way to honor and celebrate veterans who served the country from the Revolutionary War to the present day. The Veterans Advisory Board and the home builders' association worked together to construct the park. The park was dedicated on May 5, 1999. It includes monuments that memorialize the men and women who have served in the armed forces and has a trail that leads to it. While the Veterans Advisory Board oversees the construction, Las Cruces Home Builders Association helped the City build the park.

The Vietnam Memorial is the centerpiece of Las Cruces' Veterans Memorial Park. Located on Roadrunner Parkway, the park honors the men and women who died during the Vietnam War. A monument in the Vietnam area commemorates those who served in the US Navy during World War II. The monument also honors the three hundred and eighty-eighth-century service of New Mexico's women veterans.
